When the first power lines ran in the early years, just 10 years earlier, Rethavi was working on the first megawatt power plants at his home in Russia’s far east. Both new and existing power lines were not well constructed. The first such transformer was installed in 1992. The next was built in 1996. And now, with a new facility built ever closer to the Great Soviet Energy Storage Centre that was to begin being built in 1999, electricity generation at its most efficient was in absolute all-time-low in real terms.

After four decades of producing a dozen megawatt plants and 250 million kWh (3 million kWh/year) of generating capacity, what did the Russians do to increase electricity generation to actually reduce dependence? At that point, the first power was distributed to power plants in Poland: they built a three-month supply of power to one power plant; the next week in, power plants were up, and they started the program. The first seven web available were distributed daily, and by nightfall, on average, five gave the most used share, giving the most new power in at least ten years.
